A large number of carbon credits are being held during the Verification/Issuance process for periods of up to a year or greater. A common problem is the lack of cohesion between monitoring and reporting, the changing requirements and expectations of the UNFCCC and AIEs/DOEs and a lack of good dialog with the latter.
